Former Director of Planning of the HKSAR government, Pun Kwok-shing, said today during a
Journalism assembly that it is difficult to satisfy the vested interests with regard to the North
East New Territories land development.


Pun mentioned he has no idea how to get extra land without sacrificing the local residents. He
stated, ‘Land reclamation is the most common ways to get extra lands in Hong Kong is via land
reclamation, however, it is not easy to a find suitable reclamation areas and reclamation materials
nowadays,’


As regard to the area "Civic Square" in front of the CGO that government had closed recently, Pun
said despite the area is regarded as“public space”, defined by the Town planning board, the area
is needed to be managed by a certain government department.


Moreover, the word ‘Public’ does not mean people can free access to that area whenever they want.
Regulations and managements are still necessary for a public area. For example, a booking is needed
before entering to a public football court.
