“ATV Focus” violates the program code


Communication Authority ruled that “ATV Focus” by ATV about the national education dispute broadcasted in September had violated the code of television programs and thus issued a warning to ATV. Raymond Wong, Chairperson of the Communications Authority Broadcast Codes of Practice Committee said that the program breached the code regulating personal view programs.


Thousands of people gathered outside the government headquarters in early September, requesting the withdrawal of the national education. “ATV Focus” broadcasted five episodes talked about the assembly. The Communication Authority has received more than 40000 complains, including biased program and making a false allegation against demonstrators.


“The program failed to provide adequate opportunity for different opinion’s people to respond, the program also didn’t allow multifaceted views being expressed and even provide inaccurate or misleading facts. Therefore we issue a warning to ATV”, said Raymond.


For the complain regarding the program violated the principle of neutrality, Raymond said that he understands that the forms of the program made the audience felt ATV published their own comments. However, under the program codes nowadays, there is no rule regulating the form of personal views program. Moreover, the regulations of news programs about unbiased provisions do not apply to this case.


Raymond said the Communication Authority will review the code as soon as possible and respond to the public concern.
