“Staff turnover problem of RTHK is not serious”, WONG Wah-kay said

Director of Broadcasting Mr. Franklin WONG Wah-kay pointed out the staff turnover problem of RTHK is not serious although its staff turnover rate is higher than seventeen percent.

Mr. Wong admitted that its staff turnover rate is relatively high but it is not a serious problem. This is because many government departments faced similar problem as the offer and benefit provided to fresh staff was not as good as that to the civil officer. “I have urged the government to offer more civil service vacancies, but it is not successful due to the cutting budget of government.”

Mr. Wong was asked to comment on David Ho Chung-yan’s misconduct case. He said that the case happened in 2002 and he did not work for RTHK at that time. But he admitted that the procedures of paying freelancers' fees was not appropriate and had to be improved. Now when staff claimed the freelancers' fees, they need to hand in more documents to support. Also four senior staffs’ approval was needed to prevent any similar cases from happening again.

He praised the contribution of RTHK to society since many high quality programs was produced in the past eighty years. He said RTHK produced a lot of public affairs programs to audience and many of them were popular. Also only RTHK can get the permission to visit some important government buildings such as Stanley Prison and battalion.

He explained that his reason to take up the current job was the sense of belonging to RTHK. He was the director of a famous RTHK program “Under the Lion Rock”. He was happy to have the opportunity to come back RTHK. And he would maintain the press freedom of RTHK.
