(You should use past tense in your report because what Li Pang Kwong said happened in the past. Your lead was terse and concise. "Incapable" should be a more appropriate expression than "won't be able" because the former deals with people's ability while the latter carries too broad a meaning. You have gone to great lengths to explain how the U.K. government trained its political technocrats to rule its colonies, however, you have missed the keyword "colonial service" here. Li has described it as the institution to cultivate and train future colonial governments AOs. It would be much better if you care to include the Max Weber's quote which Li cited in his speech. Li quoted the noted German sociologist once said a civil servant was incapable to become a leader.)

Pang-Kwong Li, Director of Public Governance Programme of Lingnan University, claims that Hong Kong Local Civil Servants won’t be able to be political leader under their background and training.

With years experiences studying in British released secret files, Li said that before 1997, most political decisions are made by foreign administrative officer at England, supported by different think tanks at universities. He pointed out that those foreign administrative officers mostly have university major in philosophy and history. With is very different from language-major local administrative officers.

Li said that colonial government appoints local administrative officers as higher government officials after the decision of handover Hong Kong to PRC after 1984. He emphasis that since most local administrative officers are used to execute the decision of senior foreign heads, they lack information beyond their level, “Like computer folders, although you have assigned to read the sub folder, you may not read the upper one,” and as after the handover, there are no more foreign think tanks, local administrative officers have no reference of comments, which makes them no way to lead the society effectively.
