TVB’s Executive Director Mark Lee says the advertisement market won’t get much increase with new free TV licenses, in a talk in Shue Yan University.

Mark Lee said that the advertisement market in free TV Market held the similar amount from 1996 to 2011 at 29 billion, Lee added that advertisers allocate budget with different kinds of media. Although new competitors bring more advertising airtime, it won’t bring an increase in market demand. With students asking the situation of free newspaper, he said free newspapers can have different kinds of advertisements that free TV licenses not allowed, however Lee committed that new competitors may bring a bigger pie, but not proportional.

Lee also said that TVB isn’t opposing to new free TV licenses, however government should explore the capacity of free TV licenses, as well as screening criteria for new competitors and the review of related regulations. Lee said the previous consultation of new TV licenses only included public consultation, but not asking industrial opinions. Lee also quoted the advertising market statistics and government reports that 2 free TV stations is optimum for Hong Kong. Lee said TVB’s judicial review isn’t afraid of competition, but for the more transparent license system.
