Raymond Wong, Chairperson of the Communications Authority Broadcast Codes of Practice Committee, said that HK should have more free terrestrial television station, and Ricky Wong of Hong Kong Television Network is brave enough in opening up new television station.

Raymond Wong said that the committee has submited report to former chief executive Donald Tsang and current chief executive Leung Chun-Ying in suggesting issuing 3 new terrestrial television licenses, Wong said although Office of Communication Authority has a positive suggestion to new licenses, the decision power is in Chief Executive-in-Council that they cannot control.

Wong said that Hong Kong still have market for new TV stations, He said that currently TVB has 27-33% net profit, which is much higher than averagely 10% net profit in television stations in other countries. Respond to TVB and ATV’s claims in opposing new television licenses, “I understand the reason of TVB, I also understand the reason of ATV, but it is not necessarily to accept it,” Wong said that there won’t be “vicious” competition, as “healthy” competition is just cooperation, but not competition that commonly seen in capitalism world.

Wong also said that 30 billion capital of Ricky Wong is “merely enough” for opening new television house, he said that on average an analog channel requires approximately 3 to 4 billion to run per year, and the 70 million interest from the capital are not easy for the survival of HKTV. Wong said that Ricky Wong is brave enough to sell the broadband business for the television; people may never apply for a new license if Ricky failed to do so.
