This year's Financial Budget puts emphasis on "prudent finances management"; senior financial commentator thinks that the Budget is too conservative and shortsighted. [In what ways?]


Senior financial commentator from NowTV, Chiu Sin-Chun, criticized that this year's Budget showed a lack of vitality and creativity. [Exapnd this. How is the budget deull and stale?] He believes that the Principal Officials Accountability System (POAS) is one of the main problems. Furthermore, Chiu thinks that the government should take lead on investing in various areas so as to generate future income, rather then limiting expenses in accordance to the expected income in the year. Corporate benefits and education funding are good examples of investment. [Why are these good investments?]


Ten billion Hong Kong dollars has been allotted to the inflation-linked debentures iBond. The government believes that the interest rate could help middle class to combat inflation, but Chiu opposed such idea. “The interest (of iBond) indeed comes from the tax payers, so why should the tax payers be responsible for combating inflation?” He thinks that tightening up monetary policies and raising bank interest rate would be more effective ways. [Why or how?]


The Financial Budget 2012-2013 was released on 1st February. Despite a series of policies concerning property and the rocketing land prices, Chiu also thinks that the Budget is ineffectual as it neglects other important areas like medication, education and the Home Ownership Scheme.
