A Conservative Budget

Now TV senior financial commentators Chiu Sin Chun said The Budget published was followed the principle in Basic Law [This sentence is unintelligible]. The Budget keeping as the expenditure within the limits of revenues. [As is this one]

Chiu said its a good principle for budget but John Tsang make it conservatism and didn't make use of finacial resourses. [What is a good principle for the budget?]

He said the governor didn't well prepare of the Budget, "they attend to the news program but didn't listen the comments."HKSAR is running of market economy, Chiu said governor totally tends to the tycoons.

John Tsang propose to reduce profits tax for 2011–12 by 75%.  Chiu said it just a small profit for SMEs.He said it cant compensate the lost of  talented. It makes an unbalanced market.

He suggested government should provide a convenien process for SMEs which help them more.
