The chairman of the Council for Sustainable Development said Hongkongers must be charged for garbage disposal and the implementation date for charging the municipal solid waste in both domestic and industrial areas will be the same.

After the consultation period of “Waste Reduction by Waste Charging‧How to implement?” ends this month, Bernard Chan, Chairman of the authority said, the fastest implementation date for the charging policy would be 2016 and the programme mainly takes Taipei and Seoul as references.

In Taipei, different districts have different specific times and areas for garbage collection but Chan said, since Hong Kong has multi-storey residential design, it is impossible for the whole block residents to deposit their wastes at the same defined time as chaos may easily occur.

He said, Hong Kong can only take charging garbage bags as reference since it can remind public to reduce the production of domestic waste.

“There doesn’t have a magic number that how much the garbage bags should be charged in order to change the public deposit behavior, but different political parties also have consensus that it should be less than $30.”said Chan.

Chan said the majority support the domestic waste should be paid by household but the property management companies prefer to collect the fee in term of the whole buildings to prevent any conflicts with the residents and the procedures are much easier.

He said the best way to tackle this situation would be the residents and the property management companies discuss together to find out the most satisfactory method for both sides.

Chan said, government would implement the charging policy in some estates first as a pilot study to see if any improvements can be made before the pogramme carries out in the public.

He said, once the policy launches, there would be a trail period likes the garbage bags would be free for three to six months for public to adapt the planning.

“I have confidence in this policy, but the outcome is still unknown since it hasn’t executed yet.” said Chan.

It is expected that the three landfills in Hong Kong is nearly saturated before 2018 so government is now finding ways to alleviate the problem likes introducing the waste charging.
