Peter Lai, worked in British Hong Kong to serve as Secretary for security, was present in Hong Kong Shue Yan University this afternoon and said the primary problem that next Chief Executive needs to tackle is the aging of population. [Good intro. A bit on the short side, but introduces the focus of the article succintly.]

Peter believes that after the next CE takes office, he should begin with the aging problem [What is the agin problem?]. “The population is the most important thing in a place; our economic development depends entirely on the population, while after decades the elderly population was likely to have a double-digit rise.” [You mention a population problem, but you neither address what the problem is or how it should be dealt with.] He also doubts the practical utility of the current population policy of the Steering Committee [Which is?]. He said this committee only published a report in 2002 and since then has never proposed recommendations can effectively improve the problem of aging population [What was containe din the original rpeort? What were their recommendations? Why does he doubt the practical utility?]. He said the next CE should put more attention on population policy [Why is the population problem such a big deal?].
