(To say the public has a dissatisfying voice was an understatement. The society was practically screaming with outrage. You quoted Cheng as saying “They are doing parallel-trade to earn living, so why arresting them?” We all know this is not an excuse. Thieves and felons are also trying to make ends meet and that doesn't mean it is OK for them to do whatever they are doing. But you smartly pointed out that it was a fallacy to compare parallel trading baby formula with luxury items as the former could lead to social unrest while people most likely won't fight over LV bags.)

By SIU, Hnag Nam, 2012-01-29-Albert Cheng, a well-known current affair commentator, criticised the government’s policy concerning the parallel-trader problem. He said the government should focus on easing the shortage of milk powder, instead of arresting those parallel-traders.

There is dissatisfying voice from the society recently, complaining the parallel-traders over purchasing milk powder in Hong Kong, causing a shortage and consequence price rise of milk powder. Cheng suggested the government should use a budget of $250,000 every month to give out milk powder to all babies having regular body-check at Maternal and Child Health Centres.

“I was a parallel-trader too.” Said Cheng. He said he had sold parallel imported tablets and earned $100,000. He said the parallel-traders from mainland China should not be arrested, as Hong Kong parallel-traders would take over the role.

“They are doing parallel-trade to earn living, so why arresting them?” said Cheng. He compared the ones buying milk powder in Sheung Shui and ones buying LV bags and Rolex watched on Canton Road. He said it was unreasonable that people criticise the parallel-traders buying milk powder, but do not care about the mainlander purchasing LV bags and Rolex watches, which could also be a kind of parallel-trade. However, he did not mentioned the different product nature of milk powder, as a necessity to babies and LV bags and Rolex watched, as luxuries.

Cheng said that as long as there is no law forbidding the parallel-trade, parallel products are guilty free.
