(When you said someone "pledged" something, that someone must possess some sort of power or authority to carry out the pledge. Allen Ha is just a businessman and he clearly lacks such authority. Instead you can say he suggests a development plan for the Lantau Island. Like most other students, you have failed to give us a comprehensive geographical information about the Lantau Island. For example, what is the total area or the size of the island as compared to the Hong Kong Island and how far is it from the HK Island? You should have a mental map in your head and explain it by putting it in words to help your readers to understand the situation. For example, Lantau Island is 85% larger than Hong Kong Island and is situated at the south west of the territory where the future Hong Kong-Zhuhai-Macao Bridge might bring in huge numbers of tourists. Without these information, readers might not grasp fully what you mean by a good development plan for the Lantau Island or how the development could solve the job mismatch issue in the Tung Chung area.)

Allen Ha pledged accelerating development of Lantau, and turning northern Lantau Island as area specialized in tourism, conferencing and exhibitions, in order to boost Hong Kong economy.

Chairman of Lantau Development Alliance, Allen Ha, stressed to make use of northern Lantau Island as distributors, to alleviate visitors, especially mainlanders, from surging into central business districts like Central or Tsim Sha Tsui.

He also suggested concentrating developments on tourism, conferencing and exhibitions, on the basis of current facilities available.

Ha said central business district including Central, Wan Chai and Tsim Sha Tsui locates along Victoria Harbor. Limited land in urban areas leads to high rental costs at business districts, and consequently, causing severe imbalance in demand-supply chain in retails, hotel, as well as food and beverage sectors in Hong Kong.

He also mentioned limited land use bounded diversities of types of occupations in Hong Kong.

Ha regarded increasing progress in developing Lantau Island could raise job diversities in Hong Kong. He also presumed the northern Lantau could serve as a buffer to reducing visitors and foreigners flooding into the town.

He asserted his proposal received strong support from virtually all political parties.

Ha also considered the northern Lautau as a zone for tourism and MICE (Meetings, Incentives, Conferencing, Exhibitions), due to recent establishments of the airport, Hong Kong Disneyland, Asia World-Expo.

He commented improvements in transport networks; accommodations like mid-range shopping centers and hotels are essential.

Ha expected future developments such as Hong Kong-Zhuhai-Macao Bridge, Tunnel linking Lautau Island, Tuen Mun and Shenzhen brings better prospects to Hong Kong economy, and developments in Lantau Island could help connecting Hong Kong to Zhujiang Delta region more tightly.
