Alvin Cheung: Fixing the housing problem should be the first priority in enhancing social mobility

In order to fix expensive housing problem in Hong Kong, the government should use multi-pronged approaches when implementing policy, which further helps boosting social mobility within the non-upper classes, says by a senior social researcher.

“Under a wealth disparity society, people’s social mobility could be changed by education, income and governmental supports; however, in the recent decades, the overall social mobility of Hong Kong people has been decreased. The biggest cause is probably the distorted property market.” said by Alvin Cheung, a senior researcher from Our Hong Kong Foundation.

Ranked as the world’s most expensive housing market, Lantau Tomorrow Vision, a governmental reclamation project, has been proposed by the government in order to increase land supply.

“The consideration of land supply is more on improving living quality than housing units.” He mentioned that Lantau Tomorrow Vision will not only provide a large number of housing units, but also improve living quality.

However, according to the recent policy address, the reclamation project Lantau Tomorrow Vision, is budgeted as HK$500billion, and is predicted to be finished by 2030, which makes some people think that it is a castle in the air.

“Every governmental scheme takes time, ”said Alvin Cheung.

He have an example that some people may suggest redevelopment on the brownfield sites is a more suitable way to increase land supply. He explained, “Due to the legality, even if the government have planning on brownfield sites development which are occupied by business operators, still, it takes time to balance the interests of different parties.”

In addition, he proved that high property price has diminished the social mobility of both low class and middle class, and even poorer by time; hence, the demand of public housing or home ownership scheme housing will increase by time. Therefore, fixing the housing problem is a key factors of enhancing social development.
