A television financial analyst criticized the newly-released Government Budget has no vision of building a future for the city.


Financial Secretary John Tsang Chun-wah announced the Government Budget last week, which benefits the middle class most. John Tsang also carries out measures to help the grassroots 9such as?], which are almost the same as last few years’ Budget.


Chiu Sin-chun, the financial analyst and host for Now TV’s business news channel, commented the Budget lacks vision. “The government should invest more in research and development,” Chiu said on a university talk today afternoon. He thinks the Financial Secretary using one-off measures to help citizens in tacking the economic difficulty has no use for Hong Kong’s long term economic development.


The Basic Law requires the government has to follow the principle of “keeping the expenditure within the limits of revenues” when drawing up the Budget. Despite of that, Chiu thinks the government should invert the principle. “Supply can appear prior to demand. Just take a look of the iPhone market.” said Chiu. [What does this mean?
