Bernard Chanwut Chan, the Executive Council Member, claimed that there are no pulling factors for people to be Chief Executive in Hong Kong during his talk in Shue Yan University, and said that it was a "dead end". He said that will he support CY Leung depends on how many contributes he can achieve during this five years.

There are rumor said that Bernard is the suitable person to be a candidate of 2017 universal suffrage, however, he said that he had no interest in being the Chief Executive in Hong Kong. Bernard said there are no any pulling factors and benefits for him to do so. He said that he did the Consultation Document from the Waste Reduction for half year, and it is difficult for him to imagine how long will he do in other projects if he become the Chief Executive in HK. He described himself as a Part-time and the Chief Executive as a Full-time, of which being a Part-time is more comfortable with less workloads and responsibilities.

On one hand, Bernard said he satisfied for the Policy Address which announced by CY Leung last week in certain extent, especially for the Poverty Policy. However, on the other, he mentioned that the government put in huge funds in solving the poverty problem may be a burden in the future, as the medical expenses will increase rapidly, especially after ten years. He said CY Leung and his colleagues must deal with the problem carefully in order to make the problem become grim. He said that will he support CY Leung in the 2017 universal suffrage depends on how CY can achieve his commitment during this five years.
