Organizer of the “Occupy Central” movement, Benny Tai Yiu-ting, urged greater flexibility for interpretation of Article 45 of the Basic Law while reiterating his support for allowing civil nomination for candidates for the 2017 chief executive election.

Speaking in Hong Kong Shue Yan University this afternoon, Tai urged the public to adopt more open attitude towards the Basic Law in the promotion of electoral reform plan.


Article 45 of the Basic Law stated that nomination is by a broadly representative nominating committee, yet it did not give a clear definition of how broad the committee should be, according to Tai.


Tai explained, with vague explanations of the ordinance, the public should treat the Basic Law as a living document and apply it with greater flexibility in the establishment of an electoral reform plan.


Meanwhile, Tai remained doubtful against the feasibility of a proposal for 2017 CE election put forward by Scholarism, a student-led activist group, which proposed that the CE nominating committee should include all 3.2 million voters.


Tai described the proposal as hegemonic and unrealistic, suggesting Scholarism lower the nomination threshold, for example, to include not more than 10,000 voters.


Tai declined to further comment on the proposal.


“In fact, all I do is to create a platform for discussion on recommendations for candidates for the 2017 CE election. It is not suitable for me to give any advice on the issue,” said Tai.
