Bernard Chan, "Hope the Waste Charging can change people's living habits"

The Council for Sustainable Development launched the result of Public Consultation Municipal Solid Waste Charging. Bernard Chan, the Chairman, expected the Waste Charging can alter the living habits of Hong Kong people and he said a "hybrid program" should be adopted in Hong Kong.

Chan said that there are many constraints in implementing waste levy in Hong Kong, in which cannot completely follow the garbage fee charging system in Taiwan. In Taiwan, residents need to buy some designated garbage bags and they need to abandon garbage in specific place at two specific times daily which can greatly reduce the amount of household waste. ‘However, the residential density in Hong Kong is high, in addition, most of Hong Kong people live in the 20-floors buildings, if we practice the garbage collection time, there will be a elevator jam and cause thousands of people staying on the streets and waiting for garbage discard,’ he said, ‘therefore, the Taiwan’s system is unsuitable in Hong Kong’.

Chan also noted that residents in Hong Kong lack incentives to reducing waste, besides, it is not possible for placing recycle bins on each floors of buildings. However, he added the waste charging practice has gained the acceptance of society. ‘The fee charged should be below HK$30 per garbage bag, otherwise t would not be accepted by public,’ said he.
