Bernard Chan: HK should commit to reduce waste at source

Chairman of the Council for Sustainable Development Bernard Chan said that to change the public's habits to reduce the amount of municipal waste, the government needs to improve recycling, reuse and other social facilities.


As the four-month consultation period on the garbage levy comes to an end, Chan spoke about the details of the program on Tuesday. For the basic orientation about the garbage levy, Chan said, the weight of commercial waste will be charges, and household garbage will be charged by capacity (the number of plastic bags used). Chan admitted that garbage plastic bag levy remains controversial, worried too expensive will encourage people to look for other ways to illegally dumped trash; however if it is too cheap, people cannot be pushed to reduce the amount of waste. Chan intends to set up a garbage volume, as long as no more than a certain number, you will not be charged any fees. Chan said that the most important thing is to change people’s habits, to prompt the public to reduce waste through charging fee.


Chan pointed out that waste reduction measures still have many problems, for instance, although food waste can be composted, the demand for fertilizers is far lower than the amount of food waste produced. Moreover, Hong Kong recycling, reuse and other social facilities are not enough, government funding is needed for recycling industry development and promoting producer responsibility programs, so as to prompt manufacturers to recycle and reuse.--115056 2014年1月21日 (二) 23:21 (UTC)
