Bernard Charnwut Chan, the chairman of the Council for Sustainable Development, said that Hong Kong must work hard on waste reduction.

"The most important part of waste reduction is the execution of waste charging," said Chan, also the Executive Council Member, on Tuesday at a university assembly. He noted that the issue of waste reduction contains two sub-issues, which are "the implementation of waste reduction" and "the ideology of waste reduction". And Chan pointed out that the aim of waste charging is not to increase the coffer income, but to change public's life style and behavior. He added, similar to plastic bag levy, although only charge five cents, it does effectively reduce the amount of using plastic.

Chan said that Singapore and Taiwan's landfills' garbage are only 1 percent and 2 percent, which is much lower when compared with Hong Kong's 52 percent. Also, he noted that Hong Kong’s landfills are nearly saturated and building incinerators is time consuming. Therefore, Chan suggested that waste reduction is the most effective way to solve landfills saturating problem.--115035 2014年1月21日 (二) 16:20 (UTC)
