British set a plot to Hong Kong

Chief Executive Leung Chun Ying and his task force had undergone ‘Hundred days reform’ with the criticism over their scandals and the controversial social issues. Li Pang Kwong, director of The Public Governance Programme of Lingnan University was invited by Shue Yan University Businiess Department as a speaking guest for their academic even todayt. He said the existing political crises was the result of lacking of experienced political leaders since 1997 regression.

Li said, an official top-secreted file was disclosed in 2002. The file exposed that the British government had plotted an revolution on the Hong Kong system. The revolution was therefore launched to earn the bargaining chip for the British over the 1997 regression . The play was written with the spirit of distinguishing Hong Kong from Mainland by the level of development. Their ultimatum aim was to modernize Hong Kong into a cosmopolitan city under centralized administration.

The high pressure administration was supported by the British public servants and the studies on the policy of colonial rule. The British had invested a huge amount of money to develop teams of colonial service public servants and sent them to rule the colonies over world. Also, the historical numbers shown 2 Billion Hong Kong Dollars was were put into the research pool for the colonial, localize studies. Their investment on human resource and research proved to work with the development in Hong Kong.

But Li added, the successful British ruling model was successful in Hong Kong until the1997 regression. He explained the Chinese rulers after1997 receive failure over ruling was the problem of system change. He said British government held a parental ruling style while the Chinese government allowed self- ruling system with numerous elections in different aspect. With the lack of skillful leaders after 1997, Hong Kong had no way to overcome the gap between systems.
