(No, the process would NOT take at least 6 months to finish if the students are running instead of the resigned legislators. You should point out that the law forbids the same resigned legislators to run for the vacated seats within 6 months during which the pro-establishment camp might pass bills that prove to be detrimental to the pan-democrats while the students do not need to abide by the 6 month moratorium since they all are new faces.)

Bruce Liu suggested student representatives to become candidates in the
Legislative Council Election if Five Constituencies Referendum is going to
take place.

The pan-democrats considered resigning from the committee of the legislative
council to trigger a by-election that would serve as a referendum on the public’s
views towards democracy.

Liu, chairman of Hong Kong Association for Democracy and People's Livelihood,
said Five Constituencies Referendum could be a possible solution and believed
students have a greater chance to win the election if it happens, as the Pro-
Establishment Camp had already stated that they would not participate in the Five
Constituencies Referendum. Recent surveys also showed that over 50% of the
interviewees supported the students’ movement.

However, Liu concerned Five Constituencies Referendum might bring great costs
to the pan-democrat parties and unpredictable changes to the political scene.
Since the process would take at least 6 months to finish, the Pro-Establishment
Camp could have enough time to pass through several policies that would be
beneficial to them.

Liu said the students’ movement had raised many voices of discontent, the next
election of the legislative council would be very complicated, as the consequences
of this movement will appear in the election.
