Budget on ad hoc basis unacceptable

Chiu Sin Chun, a famous financial reviewer, commented that the (B)udget recently released was too conservative to explore for a new way out from this blur situation, during the general assembly in Shue Yan University on 7 February.

The Budget only tells some short-term policies on several problems, such as the tax rebate, but shows no clues on long-term planning like Research & Development (R&D). ‘It has been a rather disappointing Budget,’ said Chiu. He pointed out that this budget plan just deal with problems on an ad hoc basis. ((ok))

Chiu had greatly opposed the selling of iBond, which HKD$1 million would be added by the Government. He explained that people buying the iBond would face a loss in their profit as this conservative government would only put the fund raised in the Treasury without any further re-investment. As a result, the interest would be paid by the entire tax payers.

Chiu commented that this year’s the Budget (was totally fail). The only way to improve was to stop following the concept of cutting one’s coat according to one’s cloth. He suggested that the Government should show greater courage on public investment in different fields. ((pretty decent...a few Chinglish phrases but it progresses well after the lead))
