But even if the grammar is right, it doesn't necessary means it is a good lead. We all know Chan has been soliciting opinions from different sectors on the matter therefore your lead contains no news.)

The consulting period on charging waste disposal will end within this week, Bernard Chan, Chairman of the Council for Sustainable Development, has asked different political parties for opinions and comments.

Chan said that the Democratic Alliance for the Betterment and Progress of Hong Kong had accepted the proposal of consultation document. However, the Democracy party claimed that charging by quantity would not be applicable. Instead, they suggested that every kind of waste should have the actual value which should be counted one by one.

As for the consistency of the Policy Address, Chan thought that the charge can help develop the recycling industry. He claimed that one major problem was the lack of facilities. The government could be responsible for subsidy. When there is a value for the waste, they can be recycled. Therefore, there can be increase in export of reproduction. However, its success still depends on the public attitude on waste disposal issues.
