Cheng Yiu-tong refused to speculate Zhang's “override” comments

The Honorary President of Hong Kong Federation of Trade Unions, Cheng Yiu-tong, refused to speculate Beijing’s liaison director Zhang Xiaoming’s controversial comments about separation of powers.

Zhang said Hong Kong’s chief executive has a special legal position which overrode administrative, legislative and judicial organs at an event of celebrating the 25th anniversary of the promulgation of the Basic Law on Saturday. Cheng defended Zhang’s remarks, he thought this didn’t mean CE could override the law, being illegal. Cheng considered Zhang just presented his interpretation of the Basic Law according to his experience. Cheng explained that the separation of powers has not been mentioned in the Basic Law and Hong Kong has not been using this principle since the British Hong Kong. As for the controversial word, override, Cheng left no comment.
