Cheng Yiu Tong: Someone tried to misinterpret Zhang’s speech

【15 th September, 2015 Ellen Wong】Executive Council Member Cheng Yiu Tong stated that the saying from Zhang Xiaoming , chief of the central government's liaison office in Hong Kong, does not mean Chief Executive can override the law. Cheng said every Hong Kong citizen should abide by law, including the Chief Executive. Cheng thought that someone tried to misinterpret Zhang’s saying.


In his speech earlier, Zhang had said “the Chief Executive has a special legal position which was above the executive, legislative and judicial institutions”. Cheng said that Deng Xiaoping made it clear that Hong Kong would not adopt the Western-style separation of powers. Therefore, separation of powers would not exist in Hong Kong.


Cheng rejected to speculate the meaning of “overriding” from the comment of Zhang. But in Cheng’s view, Zhang was just telling the reality of Hong Kong. He did not think Zhang use the word wrongly and emphasized that Zhang had reiterated Hong Kong independence of the judiciary.
