(Consultation on what? The government could consult a lot of issues with its people. Cheng expressed his skepticism, not his hesitancy about the consultation. I don't know for what reason, Cheng is morphed into Cheung as you progress with your article. However, your point is well expressed in your report.)

Cheng Yu Shek, the spokesperson of Alliance for True Democracy, felt hesitant about Hong Kong government’s consultation with Hong Kong citizens in December.

Cheng mentioned that the Hong Kong’s constitutional reform is dictated by the central government and the Hong Kong government did not have the authority to do so. The Third Plenary Session of the 18th CPC Central Committee will be held in November this year. He said that the government decided to publish the consultative document in December as the authority needed to wait after the session. He was doubtful about the sincerity of the Hong Kong government on constitutional development.

He said that the government needed to provide a systematic method for people to speak out their voice and they should listen to people’s voice about the constitutional development. Besides, Cheung is concerned if there is a competitive election. He said that the central government would be happy if the candidate it supports was elected. Cheung questioned that the central government may not accept the candidate that oppose it. The Chief Executive could not represent Hong Kong people if the situation was like this, said Cheng.
