You can call him, for example, a central government's liaison official in Hong Kong. There appears to be some misunderstanding in regards to your concept of the word "constitution". Constitution is the mother law of a country but there is no such thing as "the constitution of the Standing Committee of the National People's Congress". Laws in a constitution can be amended or even abolished by a appointed legal body and in the case of China, that body is the Standing Committee of NPC. The committee could issue decision though. Since your story lacks the views of the opposite camps, it is one-sided and looks like a piece of propaganda serving only Hao's interest. You should present the pan-democrats' argument on the subject to balance your report.)

Hao Tie Chuan, the Director-General of Department of Publicity, Cultural and Sports Affairs Liaison Office of the Central Peoples’s Government, said that it is impossible of 2017 Chief Executive election not follow the constitution of the Standing Committee of the National People's Congress (NPCSC).


Hao said, in response to the speech of the director of the Committee for the Basic Law of HKSAR, Li Fei, the current election plan, suggested by the Basic Law, has guaranteed all candidates the right to nominate and be nominated, thus it is not necessary to discuss or design any other election plan that is similar to western.


Hao addressed, Hong Kong is a part of China, not a sovereignty, therefore it is not suitable to implement other countries' election plan.


Hao mentioned, no election plan can suits all sovereignty, but from his point of view, the plan proposed by NPCSC is in line with international knowledge on general election.
