HONG KONG, April 17—--China is democratizing its political system as reflected in the Bo Xilai scandal, said Liu Wei Zhong, the Chief Editor of Bauhinia Magazine, this afternoon. (good opening)

Bo’s wife, Gu Kailai, is under the suspicion of murdering a British merchant. Liu deems that the issue is sensitive, and he does not know whether those rumors about the scandal are true. “Nevertheless, Bo should bear some responsibilities. He should not turn a blind eye to his wife. It is (correct-revise) to arrest him,” he said at Hong Kong Shue Yan University.

For Liu, the arrest of Bo represents the democratization of China. “The political system of China is becoming more and more legalized,” he said. “Some villages in the mainland allow people to choose their representatives today, such as Wukan Village. It shows the significance of China’s democratic process,” he added.

“China has done well in constructing diplomatic relations with other countries. Like many others, China will become a democratic nation,” Liu said.

Good summary, the only thing missing is the reason why Liu is commenting on the issue-context.
