“The newly released budget is totally ridiculous,” said Chiu Sin Chun, a senior financial commentator of NOW TV. He criticizes the budget as (missing linking word as the budget cannot think) “no idea” about how to build up a long-term developing directions and blueprint of Hong Kong.

Although there are surplus for the recent financial years, Chiu indicated that this may not be a good sign of the Hong Kong economy. “The budget and policies are too conservative, John Tsang Chun-wah should try to do more research and development (about?) Hong Kong,” Chiu said it doesn’t matter for the Financial Secretary to underestimate the surplus of every year, but the main point is that the government hasn’t done anything to cure the root of the troubles in Hong Kong.

“This is not related to the ability of those government officers, but actually is the problem of (their heart to Hong Kong-awkward, rephrase),” said Chiu. He compared the Hong Kong government officers with that in Singapore. Although the policy in Singapore is stricter than that of Hong Kong, the policy and the quality of life there seem to be better. Chiu praised that this is due to the integrity of Lee Kuan Yew to his own country; however, he added that he can’t even feel such spirit in the government officers of Hong Kong.

Take the MTR-fare adjustment mechanism as an example. Chiu Sin Chun doesn’t understand why the legislative councilors would agree to set up such agreement. “It is an excuse for the MTR to increase their fares,” Chiu feels disappointed about the performance of those councilors. He said there would be some protests after few months due to the increment of the fares. “Going to the street is useless, why don’t the councilors set up a good policy at the beginning of the day?”

Good title and example with the MTR! You mentioned root problems in HK but did not name them, doing so would make your article more credible.
