After the Umbrella Movement, citizens’ trust towards Hong Kong Police reduced sharply, the same towards the Independent Police Complaints Council(IPCC). Chu Man Kin, Secretary-General of IPCC, said when dealing with complaint cases, IPCC was not a toothless tiger and had different teeth for different bites

Chu said the complaints dealing process had 13 different types. The seven police officers case belonged to Sub-judice(SJ), which means the court case is underway, the delay is outside the IPCC’s control. So IPCC should not to be blame for its doing nothing towards the seven police officers case. And Chu compared IPCC’s judging role as the teeth of a tiger, which were used to decide the cases but did not need the hardness to seizure people.
