The director of Public Governance Programme of Lingnan University, Li Pang Kwong presented in Hong Kong Shue Yan University, He believed that some efficient governing polices had lose after the Colonial period.

Colonial governing enlightening Hong Kong government In the past few years, he devoted himself to investigating the colonial governing of England. He said, understanding the colonial governing can help us to find out what is missing in the Hong Kong government now. He discovered that, after the take-over of China, the governing situation was worsening. Therefore, he would like to find out if the problem was caused by personal, political or functional disability.

Colonial did a better job He displayed a confidential document of England government, a outline of Hong Kong policies, proposed by Crawford Murray MacLehose. He highlighted one point that the England government had aimed to develop Hong Kong as a metropolitan and more developed than mainland china when they took over Hong Kong after WWII. He pointed out that an efficient governing required 3 elements, first, the leading group; second, the backup of policy and the last, the general mobilization. He said that in colonial period, England government performed better than the government now.

Li held a positive expectation on Hong Kong governing He suggested that, Hong Kong need to work on its political foundation, for example, talent tank, policy investigation or set up a mature leading team, to improve its governing level. He said that Hong Kong is lack of individual governing experience, therefore, we should learn from the colonial government.
