Community Care Fund is a friend of The Community Chest


Community Care Fund is a scheme to help the minorities in the society but with the cooperation of other charities, it is said that the Fund is overlapping the functions of the charities. The Manager of Community Relations of The Community Chest of Hong Kong, Louie H S Tong, explained the truth when attending a seminar of the Hong Kong Shue Yan University this afternoon, "The Fund does not cover all the services, these gaps are the living space of the Community Chest and other charities."


Tong was also asked about the development of the Community Care Fund, whether its services would hinder the charity work of the Community Chest, “The resources for the minorities are in shortage. It’s better to have more funding to help them. The Community Chest provides services that the Fund cannot reach,” she said.


Tong added that many individuals are not qualified to apply for government funds or plans. For example, “Rainlily” is operated to help women, who are plagued by sexual violence, but as sexual violence is a sensitive social issue; the government still does not have the resources to provide assistance. Some organizations even fail to apply any funds from anybody. For instance, with the religious concerns, some religious charities cannot get the support from the Jockey Club.


Tong said those without government assistance can always get support from the Community Chest. She promises that the donations are "100% benefiting the people of Hong Kong.”


Tong further explained the flow of funding in investments and soliciting. “People always question about how the donations can be 100% used in the society when there is investment done by the charity. Actually, The Chest had a deficit during the Global Financial Crisis, but the investments are based on capitalization. We only need to preserve the capital by investing bonds,” she said.


She clarified that most of the money is put in bank deposits, accumulated returns will be divided and paid for administrative costs and distributed to clients. She explained that the donations will not be used to fill the loss in investment failures, “We still have 6-7 billion for reserve, in case the Chest is going out of business, the services could still remain two years,” she said.
