Conservative Budget weakens Hong Kong’s competitiveness

“The budget is too conservative. It fails to maintain Hong Kong’s competitiveness,” said Chiu Sin Chun, Now TV senior financial commentator, when giving a talk at Hong Kong Shue Yan University today. (good opening)


The latest Budget has been released last Wednesday (date). While there are voices criticizing the Budget not to give $6000 to citizens again, Chiu disagree with it. He thinks the government should have more long-term plans in order to maintain Hong Kong’s competitiveness over its competitors such as Singapore and Taiwan.


“Reduce rents to enhance development in human resource will be much better than tax refund. Also, the government should put more financial support on Research and Development sector to achieve sustainable development,” suggested Chiu.


In recent years, the Budget becomes more and more conservative. Chiu pointed out the reason is that the officers were worried about punishments under Principal Officials Accountability System.(give an example) He thinks the system is restricting officers’ decision, killing their creativity and lowering their motivation to seek changes.


“The main officers are no longer enthusiastic about improving the competitiveness of Hong Kong,” sighed Chiu, adding that it is the vital weakness(of?) when comparing (x) with the competitors.
