Copyright (Amendment) Bill 2011 should walk a fine line

The so-called Article 23 for the internet, which is a bill to supervise the re-production of an original piece, like remaking photos in a hilarious way, changing lyrics of one song, etc (incomplete sentence-revise). If the person do not have approval from the copy rights’ owners before remaking it, his or her act is very likely to be charged as a crime.


The public argue this bill will deprive people of their freedom of speech; Geordie Toh, a legal consultant of an online company said the wordings of the bill should not be “too lenient or too strict” in Shue Yan University on Tuesday, 24 April, and suggested the government should do it in a balanced way.


Toh said it is important to protect the copyrights’ owners sometimes, as some people might take advantage of their product to earn money, like rewriting some excellent novels or stories in a bad and abusive way.


Nevertheless, Toh praised the remaking movie poster of Harry Potter and the Chamber of secret: Netizens turned Harry into Henry Tang, the former Chief Secretary, when reporters found there is a secretive chamber underneath his house. He claimed if the bill is too strict to prohibit small joke(plural) like this, he “will be disappointed”.


Toh hoped (art) Copyright (Amendment) Bill can strike a great balance and eventually gain support from the general public.
