(A news lead is supposed to be short and terse. Therefore you don't need to spell out the title of Mr Hao in full to avoid bloating your lead unnecessarily. You can call him, for example, a central government's liaison official in Hong Kong. In your second paragraph, both the names of Li Fei and Hao were mentioned therefore you shouldn't use the pronoun "he" for it would only confuse your readers who that "he" might be. Hao or Li? Since your story lacks the views of the opposite camps, it is one-sided and looks like a piece of propaganda serving only Hao's interest. You should present the pan-democrats' argument on the subject to balance your report.)

“I hold the opposite view towards civil nomination for the 2017 chief executive election.” Hao Tie Chuan, the Director-General Department of Publicity, Cultural and Sports Affairs Liaison Office of the Central Peoples’s Government in the Hong Kong S.A.R., said on Tuesday in Hong Kong Shue Yan University.

Disapproval of civil nomination

According to what Li Fei , the National People's Congress Standing Committee Deputy Secretary-General and Basic Law Committee Chairman said few days ago, nomination committee should be kept in the CE election. Hao added that the discussion should be launched under the Basic Law and the system of nomination committee. He disapproved the civil nomination, party nomination and the way that assures some of the representative of parties could be nominated. He believed all of the qualified people have the right to gain the nomination; making special offer to some parties’ representative is an act of unfairness.

The requirement is hidden in the Basic Law

Henry Tang, the former Chief Secretary for Administration said that there is no requirement for the CE runner to “love the country and love Hong Kong”. Hao responded that even though there is no exact wording written in the Basic Law, it does not mean that the meaning of it is not included. He thinks loving the country and Hong Kong is a way to achieve “One Country, Two System”. He mentioned that it is not necessary to seek the so-called international standard of the universal suffrage since Hong Kong is under a unique sovereign rights.
