Derek Lee, Hong Kong Public Lending Right Alliance Convener, said today in

Shue Yan University that introducing Public Lending Right (PLR) will be

beneficial to the community, government and also the publisher.


Lee said, ‘the government can promote creative industry by introducing

PLR because publishers would be more willing to create if they can receive

financial support from the government, and the public would have more to

choose.’


However,the policy has not been introduced in America or any Asian country,

Lee claimed Hong Kong has its unique social structure which makes PLR

more do-able. He said the market in Hong Kong is so small that lending

service provided by the public library can directly affect the profit

or sale of books; however publishers from other countries for example

China can still earn over a million as the market is so large that

the effect of lending is not significant to them.


Now, there are over 445 authors who support the policy and Lee said,'it

is rare to cohere so many workers from the industry and there

must have some reasons behind.'


PLR is a policy to protect and compensate the copyright holder

(authors / publishers) once their copyright works are being lent in

the library. Hong Kong Public Lending Right Alliance suggested asking

the government to pay for the borrower in order to gives financial
