There are hundreds of charitable organizations that (auxiliary verb missing) raising funds in Hong Kong. However, donors do not notice where the funds go after they ha(dmore than one donor) donated the money. The Community Relations Manager of the Community Chest, Louie Tong, said in Shue Yan University that a small portion of fund may (be +past tense of use) use for investment.

Louie said that expenses of charity affairs are heavy and money from fund-raising is not enough to cover those expenses. As a result, they have to rely on investment.

However, some may think that investment is a high-risk activity. Donors donate money to the charity are not for investment, but for the people in need.

Louie refutes that what they invest (in) is very low-risky. They have set a team mainly focusing on investment. She also claims that they are capital-based. They just invest (o)n stable fund (plural).

She said that if donors doubt on fund-raising activities, they can report to the police. This is (a-change to definite article) responsibility of Hong Kong people.
