Eddie Chu: postpone the proposal of P&P Ordinance

Eddie Chu tended to trigger P&P Ordinance (Powers and Privileges Ordinance) on the public housing in Wang Chau later.

In the late September, Chu,Member-elect of the Fifth-term Legco, said that he would bring up the possibility of investigating the Wang Chau controversy in the upcoming legislative term under the Powers and Privileges Ordinance in the meeting. He said the proposal would be postponed later in order to gather the support from other Legco members.” It is not for declaration only.” Chu added, as the ordinance has to be proved by functional and geographical constituencies in Legco. However, Lee wai-king has announced to object the P&P Ordinance. On the other hand, she agreed that the government had to disclose information related to Wang Chau. Therefore, Chu wished to wait for the files before triggering P&P Ordinance. For example, forces government to show the Feasibility Study and consultation reports between government and squires of Wang Chau development proposal.

Chu mentioned that he must stop the development of East Lantau Metropolis in the meeting as he regarded it as"the most expensive unnecessary"in these 50 years. However, he will not filibuster in the Legco as he thought that it is useless.

Legislator-elect Eddie Chu H D said he would defer invoking the P & P Ordinance to set up a Legco inquiry into the Wang Chau public housing scandal.

He said he would like to gather more support from legislators for an approval of a motion on the Legco probe under the existing voting system.

Under the present rule, members' motions need an approval by both divisions of members representing the functional and geographical constituencies respectively.

DAB chairman Starry Lee W K has said tey would oppose to the idea of invoking the P & P ordinance. But she added the government should disclose more information about Wang Chau.

Chu said he would wait for more info from the government, including the relevant feasibility studies and reports about the 'soft lobbying' meetings between officials and rural leaders, before deciding the next move.

Aside from the Wang Chau case, he also urged the public to set their eyes on the East L M plan, which he described as the 'most expensive but unnecessary' project. Under the plan, the govt will build....
