The shortage of political leaders after the Handover caused many difficulties of Leung’s government facing these day, said Li Pang Kwong, the director of Public Governance Programme of Lingnan University.

Li stated that before handover, British government trained public servant in Hong Kong as “political followers” with no original thoughts, while British were sending her potential political leaders from the homeland to the colony.

Li pointed out that after the Handover, HK government never put resources to train political leaders, but only invested the financial and business sectors, Li said. “We need to admit that we have no experience in self-governing before.” And HK government needed to start investing on political experts training from now on, in order to solve the political knowledge gap after the Handover.

Li stated that the hatred towards Leung’s government because of their shortsighted mind set when dealing with policies. He mentioned that, the decision of selling the car parks and shopping malls of the public estates to the Link REIT showed the deficiency of political vision, because the government treated it as a economical issue and ignored the social aspect, which the resources of public estates should be used as a tool to ease the social repugnance during the economy fall.
