LAW FAN Chiu-fun, Fanny, a member of the Executive Council, said yesterday that it is unnecessary to consider CY Leung’s building illegal structures as dishonesty.

Last week Hong Kong Chief Executive CY Leung issued a statement to explain the illegal structures built at his houses. LAW believed that Leung has already explained clearly about it and he should be treated with tolerance and respect.

She pointed out that building illegal structures was actually a quite common problem in Hong Kong, but it hasn’t been considered as a serious problem till recently.

“Nearly every household built illegal structures in their house, mostly unconsciously”, said LAW.

She said that the Buildings Department didn’t regulate illegal structures that strictly in the old days, to some extent resulted in the problems.

In Hong Kong, most of the governors sent their children abroad for study. LAW, being one of them, disagreed that it showed the governors’ lack of confidence in the educational system of Hong Kong.

“Under the free market, it’s free for those who can afford the expense to choose to send their children abroad”, she said.

She also argued that it somewhat helped to spare more places for those who were not so wealthy to attend university.
