Fanny Law: Hong Kong should cooperate with China to develop innovation and technology

The concept of Six Industries has been promoted for years but the development of it is limited. Our human resources and supporting measures are not enough, Law Fan Chiu-fun, member of executive council said yesterday.

Compared with other countries, Hong Kong is just at the starting point, Law said. Six Industries include educational and medical services, environmental, innovation and technology, cultural and creative, as well as Testing and Certification Services. Among six, she said cultural and technology industries development closely related to teenagers’ future.

Law said that under present education system, diversification in learning has trained a pool of talented people, who have creativity and vision to work in these two fields. However, there are not enough job opportunities provided to retain in the fields. “Job opportunities highly rely on the investment from capitalists, the ability and willingness for these people to venture,” she said. “ Though the government has provided funding, we need more coordination among bureaus to promote the policies.” Moreover, she said that a more comprehensive and long-term planning on these industries development was needed.

Apart from the lack of human resources, she said that supporting measures from the government was insufficient too. “ Hong Kong government should not only promote the ideas but also facilitate them, “she said. She suggested the government to set up Bureaus so that professionals can promote and develop the industries effectively.

Taking technology as an example, though there are talents in Hong Kong, Law said that we only make use of the Achievements of foreign scientific research on application. “Hong Kong was far left behind in innovation. The most efficient way to speed up Hong Kong’s technological development was to cooperate with mainland universities and institutions, so that we could further develop applied science and technology in Hong Kong,” Law said. “The Hong Kong government should contact the small/medium companies in Hong Kong then connect them with potential capitalists”.

Providing that Hong Kong has a good legal system and enjoys high reputation, Hong Kong has the advantage so we should speed up the coordination of policies in order to make Hong Kong a favorable place for the six industries development, law said.
