Mrs Fanny Law, the non-official member of the Executive Council, responds to the illegal structure of Chief Executive CY Leung’s home in an assembly held by Hong Kong Shue Yan University. She said the affair has been exaggerated by the society and she insisted CY Leung was not lying.

Mrs Fanny Law said most of the residential housings have unauthorized structures. She thought public should put into CY Leung’s shoes.

Mrs Fanny Law said the Chinese term of “unauthorized building works"(UBWs) misled the public and exaggerated the seriousness of the affair. She said the Building Department (BD) may approve the UBWs if people submit an application.

However, Mrs Fanny Law believed that the workload of the BD will be overloaded and the approval process will be slowed down if every household submits an application on their UBWs.

She also stressed that the incident was not a matter of CY Leung’s integrity. She thought CY Leung did not know the construction of the private room was unauthorized.

A student doubted as CY Leung was the former president of Hong Kong Institute of Surveyors. Mrs Law said the facts have been included in Mr Leung’s written statement and the public can choose whether to trust.
