When‘Moral and national education’(MNE) was still raising a tense argument in Hong Kong, Fanny LAW Fan Chiu-fun, the non-official member of Executive Council who have served for the governmental field of education for 6 years, described the MNE as a ‘disadvantaged affair’.


‘The government did conduct several consultations before MNE. The problem is that, the reference of MNE was with the inadequate descriptions which led to misunderstandings among the society,’ Said Law.

The citizen were panicked at MNE that the education would be indeed used as a brainwash device of China government. However, Law stated that MNE was purposed in letting Hong Kong students to understand the fundamental realities of the country. ‘I do oppose to the idea of partial and brainwashed way of education. For the MNE, I would better describe MNE as a subject of China history in this latter-day.’ said Law.

Nevertheless, Law admitted the problem of consultative machinery in MNE. She noticed that the accountable consultation group should be formed with a wider circle of people to avoid the narrow mind of MNE’s verdict.

Law thought that MNE affair showed the incomprehension between generations. She expressed the concern of the problem and suggested ‘ Hong Kong young generation should stay neutral in knowing social affair while Hong Kong government should learn more after MNE’.
