7th February, 2012. Tuesday Winnie Kam reports.

(x)Budget was launched last Wednesday(date?). Now TV financial analyst, Chiu Sin Chun commented on it during the weekly assembly of Hong Kong Shue Yan University. He criticized that it was too conservative with no help to the economic development.

The Policy Address will be launched four months later, Chiu criticized the budget have no related measures to deal with public housing problems (the first part of sentence and second do not flow together, rephrase). He thinks the budget plan (is?) lack of creativity and without long, careful deliberation. "The budget is too conservative which has no detailed thought,” said Chiu. (no need for this quote)

Some people also questioned about the abolishment of the exchange rate system of US dollar and HK dollar which was linked (up) since 1983.Many people said the linked exchange rate system is no longer suitable and should be abolished.

Chiu agreed that (x) Hong Kong government should abolish the exchange rate linking system. “The system is inappropriate to current situation (missing articles). Hong Kong should abolish this and shut down the Hong Kong Monetary Authority. It can decrease the high inflation rate without increase(change verb ending) interest rate,” said Chiu.

On the other hand, Renminbi (RMB) keeps appreciate in these recent years, which strengthen the purchasing power of Chinese people. “RMB will continue to appreciate in a slow rate, it will not beneficial to both US and China if it rises too fast.” Chiu predicts Renminbi will gradually appreciate with 3% to 5%.

Check title for grammatical errors. The last paragraph is somewhat related but should be left out unless it is elaborated upon. Beware of missing articles (the). Otherwise good use of information.
