Financial critic criticizes the iBond

Hong Kong, Feb. 7--"The iBond is an useless approach," said Chiu Sin Chun, Now TV financial critic, during his speech to the general assembly of Shue Yan University. "It just waste money (from?) the tax payers." (good opening)

The 2012 Financial Budget has been released since last Wednesday (date?). The new budget focus on people's livelihood and also the economic development of Hong Kong. The government wants to issue an extra 10 billion iBond.


In fact, the iBond first created by the Chief Executive Donald Tsang in his last policy address (incomplete sentence). Each iBond costs 10 thousand dollar and interest would be granted according to the inflation rate. It aims at helping people to ease the pressure from inflation.


However, Chiu Sin Chun disagrees with this approach. "The government issues the bond and get a huge amount of money. But, it just keep it instead of (doing some investment-simplify, use noun as verb)," said Chiu. "The interest paid by government (is come?) from the tax payers . Besides, the lower-class can't afford to buy the bond."(why? how much is it?) He is afraid that the approach benefits the rich rather than the poor.

This article lacks facts and figures about the budget, also, you need to explain what the iBond is, price, etc. The title could use a diff word after critic.
