Discussions are among the pan-democrats for five legislatives to resign to force a territory-wide-
by-election. Lawmaker Frederick Fung Kin-kee suspected the five constituencies resignation could
not push democracy forward in action.


Fung said today at a Journalism assembly in Shue Yan University, that five constituencies resignation
is not equal to referendum in the eye of law. Fung claimed that the objective of the resignation is
unclear as too many issues are covered for example the resignation of the Chief Executive Leung
Chun Ying.


Fung suggested two situations that may happen if five constituencies resignation occurred and he
suspected the use of the resignation. Firstly, is there still an embodiment of democracy elements if
there is not a relative opponent while the referendum? Secondly if the opponent mentions livelihood
issue to gain votes, can the result of the referendum still reflects the will of public opinion?


Fung said if the objective is clear and can help to fight for democracy, he is willing to resign from the
Legislative Council and support the Five Constituencies Referendum.
