Government refused to rate for television license applicants

CY Leung said today that the four criteria for applying television license

are financial capabilities, program investment, technical issues and level

of program strategies and diversification, however he refused to specify

how Hong Kong Television Network (HKTVN )had failed to meet the criteria.



Besides, Michael Tien Puk-sun from the New People’s Party said on Tuesday

that HKTVN’s application had been rejected because government had rated

HKTV the lowest on “financial sustainability”. HKTVN Chairman Ricky Wong

Wai-kay said today in Shue Yan University that it is impossible to be true

and claimed that HKTV has more than 20 hundred million dollars which is capable

to reach its sustainability.



Today, the Government issued a six-page statement to further explain the

reasons behind the free television licenses decision. HKTVN wants to disclose its consultant’s report about the 3 competitors of new

entrants to the local free television market. The government has rejected his

request and show its disagreement on disclosing the report which is regarded as

confidential. Ricky Wong Wai-kay said he had never promised to receive the

document on a confidential basis and he blamed the government for not rating

for the 3 competitors in the six-page statement regarded on the 4 criteria.

The government replied that allowing HKTVN to disclose the documents goes beyond

the purpose of providing the document to the applicants.
