HK should win back from parents of Type II babies

Bauhinia Foundation Research Center said Hong Kong will be totally lost if government restricts the entry of parents of Type II babies.

Bauhinia Foundation Research Centre is an independent organization focusing on Hong Kong’s long-term development and would publish research which provides recommendations for the interest of Hong Kong.

Lau Ming-wai,Vice Chairman of Bauhinia Foundation Research Center said entry of parents of Type II babies can alleviate the ageing problem in Hong Kong.

Lau said a sound fertility rate of a city should be 2.1 children per woman but Hong Kong is far below the level which just has 1.2 children per woman.

He said the number reflects Hong Kong doesn’t have enough babies and it would lead to high dependency ratios and ageing population in future.

Lau said parents of Type II babies are generally well-educated and have a much stable economic circumstance so government should encourage those parents to immigrate to Hong Kong as it is believed that they can contribute to the development of Hong Kong and can relieve the ageing problem happening on.

He said the entry of parents of Type II babies should be the one who have given birth in Hong Kong instead of the one who will give birth in Hong Kong.

Lau said “Bauhinia isn’t encouraging mainland parents to come and give birth in Hong Kong,” but as those who gave birth in Hong Kong have already utilized the resources in Hong Kong, “It’s time for us to utilize them again so that we can earn some.”

He said there is no any concrete suggestions on how to attract those parents to live in Hong Kong but it is worthy for government to think of it.

“If we do nothing on the issue of parents of Type II babies, we would really loss.” said Lau.
