HK would follow Taipei using prepaid designated garbage bags to dump waste

Hong Kong will take Taipei city as a model in its waste disposal fee, said the chairman of the Council for Sustainable Development on Tuesday.

The issue of managing waste has been discussed for more than 20 years. Bernard Chan, the chairman of the Council for Sustainable Development said it is the right time to implement the waste-charging scheme as the 4 major landfills are going to be saturated in 8 years and the policy of incineration plant is not practicable to implement in Hong Kong.

Chan pointed out that the waste charging scheme aims to encourage citizens to reduce waste at source. The council regard Taipei city as their reference and hope to implement the similar model in Hon Kong, yet the detail have to be further discussed.

“In Taipei, the citizens have to wrap the domestic waste in pre-paid designated garbage bags. It successfully helps to reduce 60% of garbage since 2000. But for Hong Kong, where most people are living in buildings, it is difficult for thousands of residents to dispose the garbage at the same time in a fixed place.”

Despite the technical problem, he added another difficulty is where to dispose the garbage. “For most of the estate, it is easier to implement by placing the waste collection station in a vacant place. Yet, for the houses in countryside or a single block, it is hard to find somewhere to place the station. Also, it needs someone to monitor the whole process. Otherwise, it would just like the 3-colour recycling bins. No one are using it without anyone watching you.”

Chan said the council would continue discuss the detail with Housing Authority and Food and Environmental Hygiene Department on how to implement the policy feasibly. He hopes that the waste collection charging will be sent to Legislative Council for discussion and implemented in 2016 the soonest.
