Regarding to the 5 basics of general election mentioned by Li Fei, the chairman of Basic Law committee, Hao Tie Chuan, director- general of Department of Publicity, Cultural and Sports Affairs Liaison Office of the Central Peoples’s Government in the Hong Kong S.A.R., claimed that they were consistent with international majority views.


Those basics included setting up a recognizing nomination committee, using one-person one vote system, exercising under the 44th section of the basic law and democracy, and also reporting to the central government for appointment. Hao said that there was no need for western experts designing any standards on general election since there was no significant difference with the international views.


Hao had emphasized that the general election must be executed under the Basic Law. He disagreed with the idea of citizen, political parties or guarantee of the entry for certain parties because these ways of nomination were not found in the law. And it was a need to maintain the institution of nominating committee.
